He takes on the post vacated by Baroness Warsi, who is moving to take on a dual ministerial role as faith and communities minister at the Communities and Local Government department, and as a foreign office minister.
Mr Shapps had been in his former post since May 2010, making him one of the longest serving housing ministers of recent times.
Other moves include:
- Justice secretary Ken Clarke is moving to another cabinet-level role, advising on economic issues. As secretary of state for justice he championed cuts to legal aid that will see it restricted to cases where there is an immediate risk of homelessness. He has been replaced by former employment minister Chris Grayling.
- Iain Duncan Smith is staying in his post as work and pensions secretary, overseeing the government’s welfare reform agenda.
- Andrew Lansley has been replaced as health secretary by Jeremy Hunt, who was culture secretary
